The framework in one line
Existence requires a ground outside itself, and that ground must choose
The two halves are not held with equal confidence, by design

Paper 1: Why Existence Cannot Ground Itself (Gödelian incompleteness and the structure of physical law)
CLAIM: The lawful structure of existence cannot be self-supporting
Definition: Existence (E) = everything that has properties
Physical entities and their laws; thoughts, concepts, numbers, proofs
Deliberately generous; closes the Platonic exit at the start
Existence has formal structure
Physical law is expressed mathematically, and the expression works
Newton: arithmetic relations; Relativity: differential geometry; Quantum mechanics: Hilbert spaces
Wigner: "the unreasonable effectiveness of mathematics" (he declined to explain it)
Regularities survive any change of notation; not artefacts of description
The structural argument (two premises and a theorem)
1 The lawful structure of E constitutes a formal system containing arithmetic
2 E is consistent (empirical; every test we have run supports it)
THEOREM: The grounding requirement

PROOF: Gödel's second incompleteness theorem, applied to S = the lawful structure of E
Any account of E's consistency must appeal to something outside E
The gap is structural, not epistemic; no complete set of internal laws can close it
The disjunctive form (grant that E merely CONTAINS formal systems)

[? E is not a formal system] a non-formal substrate reliably produces formal structure, which needs its own account
Either way the order is not self-accounting
The pattern behind the theorem
Cantor: no enumeration captures all reals
Gödel: no consistent system proves its own consistency
Tarski: no language defines its own truth
Lawvere: all three are one categorical fact, so ascending to richer theories never escapes
Three further routes, and what each adds
The Leibnizian route (sufficient reason)
Contingent things want reasons; a reason from inside E is itself contingent
The chain terminates only in something necessary, and nothing inside E is necessary
The property regress
Complex properties reduce to simpler ones, down to fundamental constants
Ask why THOSE; three exits only
1 Terminates in something with no properties; outside E by <Definition: Existence>
2 Descends forever (then nothing is ever actually grounded)
3 Stops at properties that simply ARE (brute fact, refusing to answer)
Pure dependency: properties rest on other properties whether anyone asks; needs neither Gödel nor Leibniz
The exhaustive why
Every answer cites a prior condition; only what needs no why terminates the chain
Sufficient reason carried out as a procedure; not counted separately
What the routes owe each other
Three genuinely separate starting points: Gödel, the property regress, sufficient reason
Each fixes one constraint on the ground
Gödel: OUTSIDE the system it grounds
Sufficient reason: NECESSARY
Property regress: PROPERTY-FREE
Exhaustive why: NEEDS NO FURTHER WHY
The constraints turn out jointly satisfiable; that is the interesting fact
Why the regress does not terminate inside existence
Four conditions on any candidate ground
Transcendence; Productive capacity; No determinate properties; Sustains consistency
The candidates, and where each fails
A deity with attributes; fails on properties ("why loving rather than cruel?" is the fine-structure question again)
Platonic forms; fail productive capacity (the number seven does not do anything)
The quantum vacuum; fails transcendence (a state of quantised fields; calling it "nothing" is a sleight of hand)
The multiverse; more of the thing to be explained is not an explanation of it
Emergence; presupposes parts, relations and laws, exactly what needs grounding
A necessary being; maximal properties resume the regress (right about the termination, wrong to give it a character)
Brute fact; always available, never informs; the one move that guarantees no progress
The pattern in the failures
Every candidate is inside E, or carries determinate character that puts it back inside E
What survives
Constraints, not an identification: outside E, property-free, able to actualise, able to sustain order

Something settles this; call the settling selection
Mechanism fails on properties
A fixed procedure is a determinate property; the ground lands back inside E
A rule-run ground is a formal system; <The structural argument> applies
Chance fails on order
Structure persists: constants hold, chemistry repeats, mathematics does not fluctuate
Random actualisation gives drift; "randomness within constraints" concedes the point (constraints are rules)
What remains
Selection neither forced nor arbitrary: choice in the minimal sense
THEOREM: The selection requirement
[? the four conditions hold] actualisation is neither deterministic nor random
The determinism-or-luck dichotomy was never exhaustive; the third option lives outside existence
The framework
P = pure potential (what has no properties); W = the capacity for unrestricted decision, within P
W and E are disjoint by construction
Actualisation is a map from decisions and moments to actualised states of affairs
Continuous, not a single originating act; sustaining and originating are one operation
Not computable; a computation is rule-governed and <THEOREM: The selection requirement> excludes it
E is the IMAGE of actualisation: no prior arena, no furniture to rearrange
Existence emerges from free will; free will does not emerge from existence
Remark: the empty set has no members, yet the whole cumulative hierarchy builds from it
Indeterminacy is real
Classical: no physical state is specified to infinite precision ("pervasive indefiniteness", Potter, Ellis & Mitchell)
Quantum: Bell violations, loophole-free; local hidden variables excluded
Bohm is answered by finite information; Many-Worlds is answered by the multiverse objection
Superdeterminism is again the brute fact
Constraint from one's own choices
Each actualisation converts potential into something definite, and the definite must be maintained
Volitional entropy: accumulated commitment of the actualiser, felt as constraint
The chess analogy: the rules arrived with the decision to play (laws of physics as standing commitments)
A long-actualising chooser SHOULD feel exactly as constrained as we do
Computation cannot choose
A deterministic machine is mechanism; adding a random source is chance; both are excluded
No claim against capability: behaviour is a poor guide to the presence of W, and the framework predicts that
Responsibility
Structural, not conventional: the chooser made it actual, so the chooser owns it
What this does not establish
That human beings possess W (a further step, flagged as not yet made)
The identification is only as good as its enumeration; exhibit a fourth mode of actualisation and it falls
Reading the pair
Take the requirement (proved) even if you decline the identification (argued)
[? the second paper does not convince] you have taken what was established and declined what was proposed
